well i would not necessarily say its an issue, but you def. limit your possibilities, by not using equipment with nice synergies.
here is my dagger build, or at least some of the crucial parts:
my built is focused on dmg reflection, so i do not want to avoid damage, as it damages the enemy as well. combined with some healing effects i increased survivability. when doing crucible runs on average i have to use 2 healing items while running through to the boss.
- thistle ring. seems almost a bit broken right now.
- dual daggers. not the best, haven’t had god rolls, but decent enough:
i get health drain per hit, so additional survivability.
- dmg reflect on gloves plus increased damage taken. this is a nice combination. a bit risky when not using all the heal buffs tho.
i just wish we could have some more actually good looking armor. all my characters look horrible.
and as for the problematic with light armor vs plate, there are quite a few discussions about that here: Cloth & Leather Don't Work Mathematically Speaking
here: Cloth and Leather feel pointless
and here: Performance of plate and mesh is completely superior to that of cloth and leather
and @RomoloHero put in quite some work to summarize them all here:
all in all it is possible to create functioning builts, using affix synergies. the above shown HP leach + dmg reflect built feels pretty broken to me atm. it makes it quite cheesy. but its just one example on how seemingly weak weapons can be quite OP.
when your first character did not feel great, i recommend respec-ing into something you haven’t tried before and doing daily quests and bounties to get the required embers for that.
and if you get your hands on one of those bad boys, slap it on. allows for faster leveling.
