Weapon stat requirements scaling based on weapon level when dropped

The stat requirements of weapons are inconsistent and based on the level of the weapon when it drops rather than fixed.

For example, a claymore dropped at level 1 might have a 13 strength stat requirement, but the same sword dropped at level 10 will have a 30+ strength stat requirement.

This surely shouldn’t be how it works?

I was wondering the same thing now that I’m max level. Getting a Blood Rusted Sword with a 42 strength requirement is odd. What if I wanted to farm items for a new character?
