Item level vs stat requirements

I find it counterintuitive that stat requirements on gear are decided by the advancement in the story instead of the level of the item themselves.

Stats requirement should be added to the upgrade conditions so that we can’t render gear unusable through crafting, otherwise it should never happen that a level 9 item has double the requirements of level 10 one.

Add to that you should be able to craft barebones weapons and armor with level 1 stat requirements rather than having the level of the item crafted render it unusable. Simply because I craft a level 4 item doesn’t mean it should require me to use 19 dex and 19 int.

Mind you this could all be changing in combat 2.0 and it’s for that reason I’m really frustrated they didn’t roll it out with multiplayer.
