It looks like a bug because I’m using Cerim’s armor and it can be improved.

Try bringing a new character into that realm and have them claim another armor set. Then put it in the Rookery chest, log into the main character and grab it.

Yeah you can’t upgrade armor at the blacksmith, you have to upgrade it at the tailor. That might be why you aren’t seeing the armor listed. Weapons get upgraded at the blacksmith.
Cloth/leather/mesh armor is upgraded at the tailor. The blacksmith upgrades weapons.
