Some users on the Discord found a fix that works for me!
This fix counters the performance down-grades from patch #2, making the game play as good as it did on patch #1. But now I can also feel the extra boost from DLSS, which is sweet.
For me the fix was:
Go → Nvidia control panel > Manage 3d settings → System fallback → Off/No
Turn off the system fallback. It does not work for everybody, but a good amount of people report FPS/stutter issues greatly improve.
There is also a full list of tweaks you can try:
Nvidia control panel > manage 3d settings
- Anisotropic filtering: (application controlled)

- Sysmem fallback (IMPORTANT) : No/OFF
- Texture filtering : (Quality, not high quality)

Nvidia inspector tweaks:

Page file > set 64gb page file for each drive (It should be at minimum the size of your ram or larger)

Win32priorityseparation (google the reg value) = set to decimal value of 40 over the default of 2, applies instantly, all stuttering disappears instantly.
