Performance after patch 2

Just wanted to post the screenshot from the watcher balcony.

Screenshot just show the problematic scenarios when my GPU is not at 99% usage and also wattage is not sitting at max which is 95W, yeah there is 97% but at nearly 89W, when there is 95W the usage go value go down.
Is this CPU bound? But i see top 60’ish percent usage on one thread so how i’m cpu bound?

Checking different DLSS and FSR settings and all it do is lowering the GPU Usage, CPU always mostly at around 48% at max, when i play with DLSS and FSR like lower the scaling lower the CPU Usage to around 30’ish % but fps jump only few FPS in problematic locations like on the screenshot.

Another Batch of measurement, Nameless Pass at rain, GPU Usage moving between 40’ish to 60’s % while standing, CPU Usage still similiar:
