Changing RENDER SCALE doesn't affect fps

CPU: Ryzen 5 3600
GPU: 2070super
RAM: 16GB

I have 25-30 fps and changing the RENDER SCALE and SHARPNESS doesn’t affect the fps.
I have the same fps with Render Scale: 200% / Sharpness: 200% and
with Render Scale: 50% / Sharpness: OFF
