I feel that if bombs use gems to craft they should be like the torch with maybe 30-50 durability. Every toss lowers the durability by 1 if it hits nothing, and 2 if it hits an enemy; or something.

Problem with bombs is not that they are a one time use, but that their damage sucks.
They start off pretty good when you are early levels and a scrap bomb can clear a group of lower mobs and chunk an elite for half hp.
But their scaling falls off a cliff and then by lv15+ they start tickling and by lv30 outside a very dedicated build with affix damage % stacking and ring % damage boosts, they just do abysmal damage.
If they were limited but high impact consumables that you can make count when you need, it’d be worth it.
If they’re afraid of too much damage on bosses, they can shift bombs to do very high stagger damage and the elemental ones apply high or max build up, so they’re more of a crowd control item.
