We started the quest got to the village ,cleared it then met with Odessa . We went and found granny. They told us to scale to the top. So this is where things got messy. Instead of going to the top and meeting The Great Beak we went and cleared the temple outside and inside (inside was only one bear and still is, there is no Caretaker) No amount of zone refreshes and waiting helped us. We tried to reenact the proper steps by talking to the beak first then going to the temple but it is still one bear inside and no boss. We even tried walking all the way from sacrament and nothing changed.
