I don’t know whether its intentional or not, but when I came to Sacrament I went and re-build Caroline’s In and then went to talk to her to trigger her quest “Innkeeper’s Husband” but she will not give it to me.
You don’t need to rebuild her Inn for that quest. Gordon’s quest becomes available after you finish Of Rats and Raiders and Servant of God.
