After updating to the latest version, if you start the game from the beginning in a new world and progress through the game, when you arrive in Sacramento, the innkeeper’s husband Gordon will not be missing and will be in the city of Sacramento, so the missing person quest will not occur.
i think the quest was moved. someone mentioned in another topic, that it now triggers somewhen during the nameless pass questline.
