That is not a bug and not worth of creating a post about.
The quest you mean has been moved up and will now become available after you clear the story line in Nameless Pass (the first part). After a certain event with Ellsworth inside Sacrament Gordon will go fishing and be in need of saving.
Just advance through the story if you have not triggered these events!
