Just to explain: That level 5 shield had 97 more armor than the level 16 and when upgraded to 16 it has 500 more armor.
I think they need to seriously consider making objects have permanent stats per level and not giving us same weapon or armor with different stats. Notice also the amount of focus each one gives you. Two of them give 7 while one gives 4, very bad design choice. RNG for the sake of RNG.
Yea, that looks broken.
The sad thing is it’s not. I can give several examples of other armors and weapons having similar problems. Heath and cold resistances not being the same for example.

Hmm, my store bought (lvl4 at the time of purchase) oaken, after upgrading and exalting is 918.
Lvl13 small shields - I have 4 unused str based - are from 142 to 162. That might be a deliberate variance (though didn’t they mention that hotfix1 should have equalized stats ?) - but that Falstead smells of a rather significant bug considering 200%+ difference. My medium shield is significantly stronger - 451 after exalting at lvl16.
having a minimal difference in stats between the same type of items is one of the few things they did right in itemization. this exists in all games and is one of the reasons why it makes sense to search for items otherwise you would just have to find one and we would all be dressed the same and with the same stats.
the case reported personally has never occurred to me and is 100% a bug.

After reading your post I went in to get the shield both on low level by drops on the first boss and lvl 16 with a lvl 30 character.
After 10 shields of each category, and after upgrading every single one (maxed affix and for the low lvls maxed level) of them I can confirm, this should be some kind of bug, or it’s triggered by some other action.
All 20 shields ended up with the same stats. (Not on focus gain of course).
However, my brother that uses some mods for example No weight mod, and no stamina mod managed to get a low-level sword that out scaled every single item he has gotten since.
Are you using mods or cheat engine? Maybe, that is what causes this behavior?
Or maybe my game is bugged because after full upgrades and exalted when possible, all items (of the same type) end with the same stats and I just farm to find better focus gain and less stamina cost.

This was a shield that dropped in the Crucible when I was leveling a new character.
Ah I didn’t try getting the shield on crucible with a low-level character, Let me try that I’ll be back to report if it happens to me.
Crucible or no, I’ve discovered many variations of the same type of weapons or armor or shields. The difference is sometimes miniscule, but it’s there. It’s consistent too. after 250+ hours I can say it’s not just a bug.
