If you talk to the soilder woman sat at Gordon’s in Sacrament she mentions something about being in discharge for drug issues. I think she seized the drug from someone and then used it and got hooked. 
Someone remember the name of the drug? I gues it would be fun if you could take it also.
If you talk to the soilder in the bridge close to the Rookery he says something about Heavenport being ruled by mafia and “police” corruption there.
What else do we know about Heavenport?
We know the city was closed off from the rest of the island shortly before the start of the game, by orders of its governor, but most likely by the mafia that runs the secret. We know the mob boss is called the “Silverfish” or something like that. I also remember some dialogue mentioning a giant wall that the city is famous for. The drug you mentioned is called Savor, and we know now that the sawmill in the Lowland Meadows was actually a secret Savor operation producing it, with a lab right underneath. Maybe the drug is related to the pestilence somehow? wouldn’t be surprized.
We’d better get the chance to visit the city in some later update, I’d kill for some new urban areas.
I thought the Savor criminal operations were tied to Havenport, not Caylen, right? Is there some journal entry mentioning Savor operations in Caylen? I could only find the journal in the Lowlands lab but it mentioned no specific base of operations for the criminal syndicate.
