My current time zone is PDT. I have over a dozen realms fully progressed that appear to be stuck in UTC. All my vendors along with bounties reset at 10pm my local time (which is 5am UTC). Also, Finley only spawns between 1pm-5pm local time (8pm-12am UTC).
I am not using GeForce Now. I have not changed any time settings on my PC other than when Daylight Savings Time occurred back in March. Which oddly is about when all this started to happen. If this were the problem then resets/spawns would be pushed by just +1hr. However, this is not the case.
Any help on this would be greatly appreciated as I am locked out of Finely most days due to work schedule. I understand Finley is not a mandatory interaction but he does provide a nice source of embers and plagued items for essence extraction.

All realms were created by me. I do have 2 shared realms but they were also created in PDT.

I can already say that there was a widespread bug that made everyone’s realm stuck at UTC timing for Finley and vendors, I suspect that bug stayed with the realms you created even after it was hotfixed.
Could you share your realm files according to these instructions? How to Properly Report Bugs!
Share them here so this can be investigated, much appreciated!

I’m having a similar issue as well, I’m playing from Japan (JST). Not using GeForce Now, and verified today that the daily reset for me is happening at 5AM UTC as it occurred at 2pm JST (I know because this morning there were no new daily quests for me, but at 2pm I got new quests to do). I found something interesting, although my daily reset for Bounties and Challenges and vendor restock is stuck on UTC time, last night I discovered Finley’s shop is working for my local time (JST). I had mostly resigned myself to not being able to visit his shop since I thought it would be UTC too but last night I was walking by his shop at around 11pm JST and he was open! So for whatever reason he is operating on local time but other reset stuff is stuck in UTC, at least for me.
