For roughly two weeks now my group and I on a Shared Realm have noticed that the vendor items, bounties, and challenges have stopped refreshing properly. We have not attempted any time exploits, but things seem to be kind of frozen. This bug is constantly reproducible.

This happened to me when I was testing the functionality of realms.
Turning the PC time to another day seems to have created the issue, so that only dates higher the the last one used let the realm generate new quests or refresh vendors inventories.

i just registered to report the same bug.
Well, im not sure about the vendors, but challenges and bounties stopped working for sure. Im playing exclusivley on the steam deck and after reading into the topic, i noticed it happened around the weekend of march 28th - when here in europe, wintertime changes into summertime.
So without me doing anything, i guess the steam deck still changed the internal time.
Even now, about two weeks after, i still dont get new bounties etc.
Is there a possible work around?

Did you by any chance change your PC time? 
if so, there is no other way than waiting until the time you have set manually is naturally surpassed. After that everything should go back to normal, and maybe a lessen has been learned

i sadly do not know how the whole system time thing on steam deck works. is there any option to maybe manually update the deck (firmware etc.)? maybe that fixes it? usually this issue occurs when people manually change system time, to speed up vendor/bounty refresh.
So i would agree with your assumption, that it can be related to the european summertime changes. is there any way you can check what system time your steam deck currently has?
