I freed Finley from his cell, talked to him, and after a long time, hours and hours of play, reaching level 22, completing other quests, he still did not show up to town and is still sitting in his cell.
This does appear to be bugged. Just checked my realm and his shop door remains uninteractable.
Checked Nameless Pass & Finley is still in his cell. It was both 8:00am local time and 8:00am in the game. Door remains unopenable.
