Enemies Models Spawned In But Not Activated

In Nameless Pass after I’ve run through it the fog of war regoes over cleared areas right, well it seems like you can be early enough that the models come in but the enemies don’t have their AI or hitboxes as seen in the videos. I can go up to them, through them, can’t hit them. And they aren’t targeted to me or anything either.
