Does the elemental damage stack from different sources?
for example, in crucible runs, my weapon has frost damage from the enchant, but if i choose an echo with plague damage, do they stack or are they applied both to the enemies, or does one cancel the other?
another thing, but instead of echo elemental damage, the oil or the rune buff, do they stack or do they cancel the enchanted elemental one?

No it does not stack
The element with the hights % will take priority, all other elements with lower % will be canceled. If you have a weapon with 25% fire damage and put a cold gem with 15% in it, the cold damage does nothing. Oils add 30%. However you can stack the same elements from gem + weapon enchantment + oil + echo.
None of the +elemental damage increases works on elemental runes, even if they share the same element. Only general damage buffs work in this case.

that almost sounds like a bug to me. why would raw dmg buff also buff elemental dmg. that is pretty much the opposite of what “raw” dmg increase means lol
Yes, I think this is because they are coded the same way and/or are set as the same buff.
As Bowuser already mentioned, damage buffs like Blade Oil or Damage Surge increase the base damage and elemental damage scales from this value.
