I am using the frost stream rune on the endless winter staff. I don’t have any negative enchants anywhere that would remove critical chance. I have a very high critical chance (73%). But I am noticing that every single hit from the frost stream does the exact same damage. Shouldn’t 73% of these be a higher critical hit number?
The rune should do critical damage, do you suspect it is bugged?

Here is a video. After some exalting, I think I should be doing 80.5% chance of 155% critical damage. But in reality, after the enemy becomes frozen, every hit of the Frost Stream rune does 90 or 91 damage. There also seems to be a small blue number obscured by the big orange number.
I would expect 20% of the damage numbers to be x, and 80% of the damage numbers to be 1.55x.
So what is going on here?
When you freeze enemy they get high resistance to Cold damage so that’s why your damage goes from 170 to 90. I see in video you crit all the time so it’s not bugged. Small blue numbers are non-crits.
This high cold damage resistance is there to force you to shatter enemies using physical damage.
