I was stuck in the area for so long and then i searched internet for a solution but it seems there should be a lever to pull and a platform to rise and both absent in my game. I have played for a good amount so i hope there is a solution for me to progress from here.

i think what they are referring to is being softlocked because there is no lever? so it seems to be an issue with quest progression where loading from last whisper might not help. sadly i haven’t had the time to play yet since the breach released, so i can’t really say if there were changes to the previous story/quest progression.
There is no bug, they changed this area. Explore a bit, there is a big maggot boy on a bridge, you can drop off there and can continue.

I know the bridge you are talking about but there was no leechboi on it, I did not try to drop from there because it seemed lethal but maybe I’m wrong. Surely will try dropping off there.
For me there was one, the indicator was the zoom out. It took me a long time realising the water was deep enough to fall. I gurantee that there is one in that area 
There was no bug, I think I was just too tired and prior patch game play videos led me wrong.

The is no lever in Black Trench location so I cant go through to another location, any suggestions?

It is the same thing I mentioned earlier. Look for the broken “bridge” that zooms out, jump into the water than you can procede. It is on that side, should be to the right of that location
I’ progressing through black Trench due to Of Rats and Raiders quest, but platform needet to go further is not present here for me.
