Because the gem is what defines the quality of the infusion not the gear itself and is just used to make something better not the best. And enchantments are RNG and higher quality & thus rarer so they can POTENTIALLY have bigger impact. You can see later on there’s larger gems.

no. its not 5-15 from enchantment.
its from applying the SAME gem to the enchanted armor vs the same non enchanted armor.
The gem should not give different results depending to where its applied.

Sounds like a bug. You should do a bug report.

Feels like an oversight/bug. I’ve also tested it by upgrading tier 2 items to 3 and you get the same result.

I’ve seen 5-15 on plague, and 1-5 on base, and 3-10 on blue
