When exalting an item, some items seem not not be able to

So, when I went to the Watcher and checked my items I noticed that some of them can be fully exalted while others not.
For example my Chest and Gloves can:

But my Pants, helm and weapon cannot:

Maybe I’m missing something but idk… Please any info?

There are no gemstones embedded in the pants, helm and weapon.
