I cannot climb on the rocks to reach it. I cannot grab it from a nearby location, I see no option to jump on those rocks from another level (except the round-about on the clifs above).
You can climb on the rocks to reach it. But it’s not very intuitive, it seems like the character is climbing on nothing. It looks like it should climb by holding on a protrusion in the rocks but the protrusion is not visible.
Oh I will test this right now and if possible remove my post!
Edit: I have tried again and cannot reach it
