I have noticed that other players are getting scythes/katanas/spears (and maybe more weapons that I do not know about) every now and then, even from the start of the game. But I have not, 27 hours into the game, cleared all quests, done the Cerim Crucible over and over, and still not a single type of said weapons has dropped for me at all.

I was thinking the same, as I really wanted a katana, but then I just repeated the crab bounty, and it dropped for me. You could also look into the misc item merchant. He sold a blueprint for a katana there for me also.
