Plague Breath Stamina Cost Reduction Not Working

I have a ganglier durable wand with chain lightning, fireball, icebolt, and plague breath. It has a stamina cost reduced enchant at 13% and the 15% stamina cost reduced gem. Everything but plague breath shows a reduced number of 26.

Unlike the other 3 Runes with the same Stamina Cost at base, the Plague Breath Rune stays at 35 Stamina Cost. The Enchantment being used is the Stamina Cost Reduction at Low Focus.
