I have quest of “rats and raiders.”
Completed “servant of God.”
There is no rattigan in cage. Talked with winnick tells me to hunt for darak in the glades.
Went to location, no cut scene, no door.
I presume since there was no rattigan to free it doesn’t update.
Rattigan was in cage in nameless pass, didn’t free him.
Now there is wolf in that cage.
See in patch notes he was moved out of there.
Current quest marker shows dark on map. So how to progress?

When Winnick tells you yo hunt for Darak in Orban glades, you can find him in the location after a cave the entrance to which is located near a whisper. There will be a bridge on fire, which you can get on when the quest step is active.
Rattigan can be found after beating Darak at the same location where Odessa and Winnick are located: he will be in one of the cages near a tower where Odessa is kept.

We are still researching the cause of the bug, and I need your help one more time. Can you please provide me with your zipped DataStore folder from C:\Users<user>\AppData\LocalLow\Moon Studios\NoRestForTheWicked?
Actually it was my fault, when I did as you said everything was good, quests updated. I didn’t realize you fight him twice.
So they only big was actually my brain.

Nah, sorry, I misclicked the thread and posted my question to a wrong one, your problem indeed has no bug! Sorry for confusion 
I had the same issue because I fought darak and came back after the crucible update. and hate to bump an old bug report (don’t roast me for it lol) but I think this would be helpful:
