I can’t because I’m months away from my gaming PC 
But I believe it’s easy to reproduce?
- Game ran with keyboard
- Open missions dialog
- Select any mission from the list
- Press W and S at the same time
- Viola
If still relevant - here are logs of me entering the game, remembering my controls and going to the very same Sg. MissionGuy to reproduce the bug
I quickly jumped in-game to see if I could reproduce as well, and have additional information.
While no bounty/challenge accepted, I could not reproduce. I tried both normal and spamming W/S, the ui behaved as it would normally.
While having accepted bounties/challenges I stumbled upon the same bug! Interesting stuff, since this occludes localization.
It stays like that (even after letting keys go) until you scroll to the next quest.
