enchanment in japanese have a wrong meaning
now its 13%敵をよろめきを与えた際ダメージを与える which means 13% chance to deal damage to staggered enemy , which kinda means rng
敵をよろめかせた際に13%のダメージを与える means when staggered an enemy you will deal 13% damage, i think this is the right meaning
