Health Aura Rune stops working in game

The RuNE with the HEART symbol.
It flatout will not trigger, I have the focus, I have less than max health.
It’s on my second slot, and switching to slot 1, works, slot 2, doesn’t work, slot 3 works, slot 4 works.

I believe it should be triggering, like there isn’t anything holding me back from it being used… but it just won’t work 99% of the time.

I can use Slot1 2H Main Rune, and then Rune 2 Works… sometimes.
But by itself, Rune 2, will not, like it’s blocked…

It does not work for me either. Put it in my bow as a utility rune … didn’t work.

I thought maybe it had to be main hand, so then I put it into a scrap weapon to test and it didn’t work with that either.
