Finley should be available every day from 8pm to midnight of the person who created the realm. He only showed up at that time UTC since patch 1 due to a bug that was fixed by the latest hotfix.
I think the current iteration is fine, because he doesn’t sell any unique items. He can be helpful at times, but it is not at all necessary.
