This feels like a bug. I Found Spherin two-handed staff with the enchantment 23% barrier on kill; I use an essence ember to remove it and try to use the now charged essence ember to put it on my other Spherin… only it will only let me put it on one handed weapons!
What is going on here?

Was one of those weapons a Magic (blue) and the other Plagued? (wine-red)

Yes it was, it came off a blue one and the intended target was plagued, although I’m fairly certain I had blue two handers as well and it appeared that only one handers were selectable targets.
Do some/all enchantments from magic items not go on plagued ones?

They can indeed not cross over.
