What if the enemies had different reaction times and maybe get startled with an unexpected attack.
Currently they are way too fast to react, of course, its just my perception.

But think about the enemies… 
They live their short lives like the Doomguy. They wake up with the intent to kill anything on sight, never wavering from their goal, honing their reaction speed of a hardened FPS-Binger. The most satisfaction they get is sniping you from off screen or pushing you down the ledge you just went up.
Do you really want to take all that away from them?
On a more serious note:
Yes absolutely. It could use some adjustment, if even just a tiny bit. I get killed by jumpscares more often than in any horror or soulslike game i played before… At least let me return the favor.

i couldn’t relate more. Enemies that come from the screen bottom always hit me and I myself always jump in my seat

Yes i think the camera sometimes is a enemy, although that is true in almost all souls games right?
And sneaking is good, i have backstabbed a lot of enemies, its hard though, but possible, and if you want to have some fun go heavy armor load and use the shoulder bash attack to push enemies from ledges yourself.

Doesn‘t mean its good design. Also changed by the fact that enemies wander around and are exchanged through Alive. → Doesn‘t feel intentional.
Sneaking isn‘t surprising anyone. It just does damage. Its very unreliable/unintuitive currently… Also it requires effort and deliberation. Jumpscaring people by rushing into them from off screen, or bursting out of the ground oneshotting sb doesn‘t.
Can be fun, though it doesn‘t return the favor. You are not waiting there on the edge, for the enemies, to push them BACK down… Also your push has a lot longer windup. They push you instantly, as soon as your hitbox hits the ground. On the contrary. The enemies HAVE the time to react, they are simply too stupid to do so.
The most glaring issue about those moments compared to other games is, that it never feels like - „Ah next time i know better“ or „Now i am prepared“… Always feels like „Well guess I got scammed again“. Rolling my eyes and moving on. Its not deliberate, unintuitive and non-interactive, thus not interesting in the slightest. Just annoying.
