50 hours of game time. After having nothing to do, I went to challenge the Echo Knights. When I teleported back to the Holy City, they disappeared. Restarting the game did not solve the problem.
Hey! Is Filmore still there and for the ones that disappeared did you upgrade them to level 3?

Thank you for replying! I did upgrade to LV3 and found those NPCs after I applied this post
