Ya, he’s tricky in a T4.. especially when you’re affected by the “Every Rune uses 100% Focus” debuff.
That said, I’d recommend using the Torn Sinew (9-12x of them) to proc T4 outbreaks. It limits the debuffs massively.
If you’re looking for a solution to deal with him in his current form. I’d recommend using Ice builds. Even if it’s just pimping out the “Endless Winter” for Frost Stream.
*Freeze > Shatter > Freeze > Shatter.. ect
