Here are confirmed case solutions that have helped at least 1 individual so far:
- Do not have the game installed on a HDD
- Xbox one controller: update your firmware. Helpful tips here: Reddit thread + source
- Wallpaper Engine might interfere. Disable and check results. source
- disable any overlays (Steam, Nvidia, Discord etc)
- disable optimizing profiles applied via your driver’s app like AMD expo profile or the Nvidia optimise option
- disable Vsync
