Meantime I’ve also learned some new tricks.
After you have concluded a session, you can check here: Sign In if a cloud save has been made/updated when you signed of.
Apparently the game does when using a whisper, going to Main menu and somewhere around quest checkpoints.
Also this is the path for the save files:
%USERPROFILE%\AppData\LocalLow\Moon Studios\NoRestForTheWicked\DataStore
Choose the latest number in that folder (it represents the build/version of the game) and you’ll see all your files in there.

They are not the same problem but maybe something is in there that might help you?
Also I’m not so sure it’s a Steam issue anymore, since we already have those mentioned problems you might as well have found another
