That explains why my tip wouldn’t work in this case. If you use more devices than one, im venturing into uncharted waters here.
There are fixes for this on other forums not specifically for nrftw, so i dont know if they would help, this problem is either connected to nrftw or steam or whatever it is..
Anyways i hope you get it solved 
-Edit: Oh one more thing i shouldn’t have said “play for a while” i should have said: play for 5 to 10 minutes or make a settings change or something that would require the game to save and then exit the game and turn on cloud save..
As i said there are fixes through other forums but i dont know if they will work but i will atleast leave some of them here as a copy paste..
If the forced master sync of steam cloud didnt work if done correctly where you did all in one go without restarting pc?
If the problem persist
Remember to start game and exit the game after these two steps.

Clear Download Cache: Go to Steam > Settings > Downloads and click Clear Download Cache. This logs you out from Steam and forces Steam to re-verify all cloud statuses upon login.

Repair Library Folder: Go to Settings > Storage, click the three dots next to the drive, and select Repair Folder
You also mentioned that you use multiple devices and geforce now
Dont do all these steps down below in one go and start the game afterwards! try one at the time and start the game with each new step. If you have problems with the GeForce NOW begin at the bottom of these four steps and go up

IPv6 Issues: Disabling IPv6 in Windows Network Settings often resolves stubborn Steam Cloud errors.

Open Command Prompt as Admin and type: ipconfig /flushdns press enter let it run. This can resolve handshake issues with Steam’s upload servers.

Firewall/Antivirus: Ensure Steam.exe is an exception. Sometimes firewall blocks the outgoing upload right as the game process closes.

Cloud Gaming (e.g., GeForce NOW): Make sure the Steam Privacy Settings are set to “Public” or “Friends Only” for Game Details so the cloud service can “see” the sync.
Since you mentioned NVIDIA GeForce NOW, remember that GFN is essentially a “clean” PC every time you launch.
After all this you can:
Verify Integrity: Right-click the game go to Properties > Installed Files > Verify integrity of game files.
As a side note
Don’t Rush: At all cost try to avoid closing the laptop lid or exiting the Steam client immediately after quitting the game. Give it 10–15 seconds to finish the upload.
That is all i can say there is probably a dozen other possible fixes for this problem but it would require you to dive deep into other forums or reddit that isnt connected to nrftw. 
And i recommend going through steam Downloads Settings on all your devices and check if theres a setting that is on for the other devices but off on one or the other
Also check on all devices so that this is on “Enable Steam Cloud synchronization” in Steam Settings > cloud
