I mean you can exit it but you can’t reenter.
do u have a bounty open for the black trench bounty boss? i am not sure, but i think pre-breach you could not enter there when u took that bounty. just a guess though, maybe i remember wrong or the bounty was changed and/or is completely unrelated.
It doesn’t matter with or without a bounty, when you enter through the Sacrament opening, it takes you inside but the next gate won’t allow you in.
i just tried it. i walked from the sacrament sewer entrance all the way through the boss room and to the whisper. nothing blocked my way. i came to a gate, but just left from that gate is a ladder u can climb 
same as when u came back up.
Damn this whole time, the camera view was such that I never bothered going left and kept thinking the locked gate was the barrier, fml.
