i believe someone mentioned seneschal in the crucible can onlock it.
The senescal have a option if you buy it.

but do I need to finish campaign first or do I need to get to echoes lvl 5??
I m lvl 28 and I think I broke my character. only have 23dex and 25 faith. but my weapons in endgame need 42 dex or 42 faith..I cannot beat echoes lvl 1 with this character…
if you want to respec, senechal is in the crucible on floor 5. as soon as u get the quest to investigate the crucible (forgot what that quests name is) you can go in and unlock stuff with senechal.
if you struggle with the first floors, make sure to upgrade your gear.
It will take a couple of runs on the crucible to be able to respec via the Seneschal. It takes 20 gloamseeds to unlock the respec feature from him. Usually a full run is 20 gloamseeds or slightly less.
He likely won’t be able to kill the Echo Knight if he’s having build troubles, so probably try 2 runs to have enough gloamseeds to offer in order to unlock the respec statue.
The statue you unlock is then OUTSIDE THE CRUCIBLE, and hidden all the way to the northeast side of the Cerim room where Elsa is in the Masonry basement. It’s a small statue and easy to miss.
