For some reason I can’t have Vsync and cap fps at 30 fps, is this happening for everybody?

If im correct No rest for the wicked is made in unity, and if i remember correctly if u turn Vsync to ON (In unity) it disregards any target frame rate value you may have set and determines frame rate from vsync.
So i guess they would have to bypass engine design to allow Vsync + Frame Cap.
