Hello. For some reason I upgraded a whisper. I then went to the next whisper expecting to be able to upgrade it. I could not. I could open the menu for making an offering but could not add anything. Am I missing something? Do I unlock further unlocks later or is this a glitch? Note I’m level 12, but haven’t done most of the campain.

This is an incredible late response but may it either serve you or someone else going forward.
I highly suspect you are trying to upgrade a whisper which is already in its superior state. The menu will still exists on those whispers but you cannot enact anything. I understand its highly confusing but they have shipped it like this. Hope this clears things up!
