Town Square after the speech needs cleared

So…not sure how everyone else feels, but the town square should probably be cleared after the big speech by Governer Elseworth after you’ve left the city once. Right now, every time I go back to my house, I have to hear people yack about a speech and about how they feel. It’s a bit immersive breaking.
