This is observed when launching the game and in the game menu.
When launching the game on the screen before the main menu appears, there is such a screen with stripes.
In the menu, these extra bars appear at the top left of the screen.
This is at full screen resolution of 1920x1080, but you can see it at any resolution: both at lowering the resolution and at increasing it.
This occurs from the Early Access release date.
