Steam Input API integration

Been making touch controls so I can remote play to my phone and starting to feel pretty good…. But the main hiccup is there’s no clear/consistent way to differentiate menus/convos from gameplay

(menus benefit from the dpad and I want to hide when not in a menu, but convos are only triggered by Y sometimes, B brings back the game layer, but sometimes I’m not done with menus after pushing B, etc)

The biggest ask is having Steam Input being able to recognize the various layers (gameplay, menus, etc)
