The Regal Cleft Halberd does not show any VFX for elemental bonus damage, I have tested this with both heat and ice enchantments.

Regal Cleft is my favorite weapon, it looks awful without VFX elements… So sad…

The charged attack is also missing the blink and visual que, sad to see really.
