Hey I had the same problem and so many thanks to you for solve this ! I’ve dropped the bounty quest and i’ve found the ladder to open the door, then accepted again the quest and passed from opened door, i had success with bounty !!! But yes little bug 
for anyone trying to complete the quest with the bug like I had, spoiler below
abandon quest, swap realms/anything to refresh game (i just swapped and came back)use ladder to access back of cave and unlock shortcut to weeping sisters which can only be opened from inside the cave,go back to town, accept quest,travel to weeping sisters coast line and enter cave,kills mobs, elevator puzzle, kill mobs, accept rewards
note that one the elevator puzzle I had to use both a willow ring and agi ring. Not sure if intended, seems silly. The puzzle is similar to the timed lifts in the sewer but more often than not your character just fails to get on the third box without increased move speed.
