How can I progress "Spilled BLood" Quest?

Currently I have the quest where I have to make an offering in the Pestilence Outbreak.

Ialready did this 3 times (opened Pestilence first, than made offering to MAX) but I can’t progress this quest.

Please help, what should I do here so the quest progress?

This quest can’t be completed yet. It’s the same with Spoken and Unspoken.
