Small Spoiler for when the bug occurs:
This bug occurs when you defeated the Riven Twins and have seen the cutscene of Elsworth giving his speech at the town centre.
There are two guards here that have the same dialogue if you walk past them. NOT the dialogue when talking to them, this dialogue is correct.
It concerns the guards called Guard Dinge and Guard Saba.
When walking past them they will both use the dynamic dialogue and voice of Guard Dinge. Guard Saba does not have her own dynamic dialogue, instead she uses the male dialogue/voice from Guard dinge to say one of his dialogues.
For reference it is NOT about the dialogue in the screenshots. They are just there for your reference so you understand which NPC’s it concerns.
