Frost/Ice not giving exp on kills

Ive noticed over 50 hours of playing that, when using Frost enchanted weapons, enemies that are frozen and then killed in the frozen state. do NOT grant exp on death.

At first i thought, ok some enemies dont grant exp each time they die, no big deal… ive killed the entire Ramparts frost at the start of the game, every zone before entering Sacrament. Multiple times focusing on only killing frozen enemies to test this.
Not a single drop of exp was given on enemy deaths when “shattered” or killed in the frozen state.

Im wondering if the shattered/Frozen state on enemies is set in the same category as enemies walking into water and it not counting as a player killing them so it doesnt grant exp.

Either way, that kind of kills the fun of a support frost build I wanted to do if my and my friend cant level up off the kills while dishing out nice crowd control fun. Ice is very rare in these kinds of games so I was excited to use it. But if it is detrimental to leveling then I dont see a reason to touch or run it until end game when im already done with everything and just want to try out builds.

Please look into this if you get the time.

Exp remains at 554/1100.
This is a strong large enemy to me. It ALWAYS gives some exp (im even wearing exp gear and using a flask for exp gain) No exp globules dropped on death. Whereas when using any other means of killing this enemy and others like it. I get exp EACH kill. small mobs its 40% of the time which is fine, they are easier to kill. But no exp for any mobs with frost on them is brutally not fun

I do have 2 other screenshots i took before the enemy was killed and you could see its health bar while my exp was still the same as above. and then when the enemy was in “shattered” pieces on the floor. no exp change. Again i have done extensive research on if exp is given or not during frost kills. anytime a shatter is involved or an enemy dies strictly while frozen. it never gives experience. only when the enemy is allowed to continue fluid movement will it grant exp. Its totally viable to just work around this in combat and hold back on tossing an ice throw across the screen to save my friend. but as i mentioned. it defeats the purpose of my build and im sure others like it since at most, support style builds are VERY limited to aura heal, scream, wellspring stamina/health and then ice for cc and plague for team heal on hit runs.

I main support in all games and loved testing and trying out the aspects of each build i could imagine. But this shatter exp loss stunted me for a while and put a wall up that made it difficult to enjoy the lvl 10+ areas after sacrament as it was too difficult to level when 80% of my kills dont give exp unless i purposefully only kill enemies in a specific way.
